School ‘snow days’ bill receives final passage
FRANKFORT — The Kentucky House gave final passage today to the so-called"snow days” bill that would give school districts until June 6 to make up instructional time lost due to this winter’s snow, ice, and cold.
House Bill 211 was the result of an agreement between the House and Senate. It passed the Senate by a vote of 36-1 on Thursday, and was given final passage in the House this afternoon by a vote of 97-1.
Under HB 211, school districts will have until June 6 to complete all 1,062 instructional hours required by the state per school year. Districts may choose to extend school instructional time for the remainder of the school year to make up the lost time, as long as instructional time does not exceed seven hours a day. Districts that are unable to meet all 1,062 hours before June 6 must request assistance from the Kentucky Commissioner of Education no later than May 1 for help to reach the requirement, per the bill.
If the school districts still cannot complete the 1,062 required hours by June 6 after consulting with the commissioner, HB 211 allows a waiver of any remaining instructional hours that are required.
Rep. John Will Stacy, D-West Liberty, who served on the House and Senate conference committee that reached agreement on the bill, said school districts will be required to make"a good faith effort to get in all hours.”
Some school districts in Kentucky, especially in the mountains of Eastern Kentucky, have missed more than 30 days of school this school year due to winter weather.
The districts"will work with the department to get the maximum instruction time out of the calendar this year,” Stacy said.
The snow days provisions were attached to HB 211, which was filed and sponsored by House Majority Floor Leader Rocky Adkins, D-Sandy Hook as a reorganization bill. The legislation as passed would also confirm the governor’s order to reorganize offices within the Education and Workforce Development Cabinet.
A news release from Gov. Steve Beshear’s office says the governor expects to sign HB 211 into law on Monday.

FRANKFORT, Ky. (March 18, 2014) – House Republican Floor Leader Jeff Hoover today spoke against the process the House Democrat Leadership used to draft the proposed road budget and plan for the Commonwealth over the next two years.
"It should be troubling to the people of Kentucky when House Democrats keep their plan hidden from lawmakers and the press until literally minutes before moving for a vote,” said Rep. Hoover. "The Commonwealth deserves better than the partisan tactics used by House Democrat Leadership.”
"The House Democrats removed road projects of $2.7 billion in the original six-year road plan in areas represented by House Republicans. This is nothing more than political retribution because House Republicans stood up against increasing the gas tax,” Rep. Hoover added. "To ask our citizens to pay more at the pump, while at the same time picking and choosing where the money goes, is reprehensible and all Kentuckians should be outraged.”

Statement from House Republican Floor Leader on Failure to Pass Right to Work Vote
FRANKFORT, Ky. (March 13, 2014) – House Republican Floor Leader Jeff Hoover today joined a group of leaders from across the Commonwealth in presenting testimony before the House Labor and Industry Committee in an effort to secure passage of House Bill 496, Kentucky’s Right to Work Act."I’m not surprised that the Democratic controlled House Labor and Industry Committee voted down the right to work bill, placing us once again at a disadvantage to other states when it comes to recruiting new business and industry,” said Leader Hoover.
"As I’ve stated previously, our right to work bill simply gave workers a choice to join or not join a union. As we face the prospects of voting on a budget bill that adds an additional $2 billion dollars in new borrowing, and the House Democrats pushed through the revenue bill yesterday that raises Kentucky’s gas tax, then why in the world would a bill that would help the Commonwealth be on a level economic playing field with Indiana, Tennessee, and 22 other states get voted down?
According to Kiplinger, in 2013 eight of the ten states with the highest job growth have Right to Work statutes in place. Kentucky has the quality workforce and the time has come to give that workforce the opportunity to be more competitive in the global economy.
Simply put, those who oppose it are placing their own partisan political needs above good public policy that will benefit Kentucky much like it has benefited other states where right to work has been enacted. Because of that, we will remain less competitive until such time Frankfort and the House of Representatives changes direction.”
